2 dead, including girl, after boats carrying students capsize off Japan

On March 16, 2026, two boats carrying 21 people capsized near Henoko, Okinawa, a contentious site for a U.S. military base relocation. The incident resulted in the deaths of a 17-year-old student and the captain of one boat. The group, including 18 students from a Kyoto high school, was on a peace education trip. Despite a high-wave advisory, the water was reportedly calm, and no collision occurred. The Japan Coast Guard rescued all passengers, with two sustaining non-life-threatening injuries. The cause of the accident is under investigation. Henoko has been a focal point of protests against the U.S. military presence, which many Okinawans oppose due to associated risks and past incidents. The relocation of the U.S. Marine Corps Air Station Futenma has been delayed for decades due to local opposition and legal battles. QUESTION: How might the ongoing tensions between Okinawa residents and the U.S. military presence influence future relations between Japan and the United States?
