Minnesota investigates the arrest by ICE of a Hmong American man as a possible kidnapping

In St. Paul, Minnesota, officials are investigating the arrest of ChongLy “Scott” Thao, a Hmong American man, by federal officers as a potential case of kidnapping, burglary, and false imprisonment. Ramsey County Attorney John Choi and Sheriff Bob Fletcher are seeking information from the Department of Homeland Security regarding the January incident. Thao, an American citizen, was forcibly removed from his home by Immigration and Customs Enforcement (ICE) officers without a warrant and in freezing conditions. ICE was reportedly searching for two sex offenders, but Thao had no connection to them.
