Navy Secretary John Phelan leaving ‘immediately,’ Pentagon says

Secretary of the Navy John Phelan has stepped down from his position, effective immediately, as announced by Pentagon spokesman Sean Parnell. An official revealed that Phelan was asked to resign. Undersecretary of the Navy Hung Cao will temporarily take over as acting Secretary. Phelan, who was appointed in March 2025, previously founded Rugger Management and co-founded MSD Capital and MSD Partners. He holds degrees from Harvard Business School, Southern Methodist University, and the London School of Economics.
