4 dead in Kentucky after heavy rain and floods, governor says

Four people have died in Kentucky due to severe flooding caused by thunderstorms, prompting Governor Andy Beshear to declare a state of emergency. Flash flood warnings were issued for parts of Kentucky and Indiana, with the National Weather Service reporting up to 10 inches of rain in some areas. Beshear noted that three fatalities occurred in Madison County and one in Jackson County. The flooding has led to multiple water rescues and significant road closures, with at least 12 state roads out of commission. In Bullitt County, residents were advised to evacuate as a precaution following a landslide at a dam embankment, though the dam remained stable. The situation remains critical as more heavy rain is expected, and residents are urged to stay alert and avoid driving, especially at night. QUESTION: How might communities better prepare for and respond to severe weather events like the flooding in Kentucky?
