Tropical Storm Rachel downgraded as high winds and rain turn inward

Tropical Storm Rachel, now downgraded to a post-tropical storm, caused significant flooding and damage in southern California, particularly affecting areas like Long Beach and Newport Beach. The storm’s remnants continue to pose a risk of flash floods and high surf along the California coast, with flood warnings extending from San Diego to the San Francisco Bay area. Inland, the storm led to rockslides and record rainfall in Las Vegas, while Utah braces for heavy rain. Forecasters warn that this could be a precursor to a strong El Niño weather pattern expected this winter, which may bring record rainfall and mudslides. In response, California Governor Gavin Newsom has issued an emergency proclamation to prepare the state by deploying flood-fighting resources and inspecting critical infrastructure. QUESTION: How might the increasing frequency of severe weather events influence the way communities prepare for future storms?
