Should AI companies be able to outsource safety?

In June, the U.S. government mandated that Anthropic limit access to its latest AI models for foreign nationals due to national security and cybersecurity concerns. This led Anthropic to temporarily suspend access for all users, as they couldn’t verify users’ nationalities in real time. Shortly after, the Chinese company Moonshot AI released its Kimi K3 model and made its full model weights public. These events have sparked a debate on the extent to which governments can enforce AI safety measures without hindering innovation or losing competitive ground to other countries. The discussion highlights the need for accountability not only from companies developing AI models but also from those building applications on top of them.
